Unless the tape is permanently marked off in blocks, attempts to write
in the middle tend to overlap material on the right, or not cover all
old material that should be covered. The problem arises because the
size of a record is only approximately reproducible. I think the problem
still remains, and DECTAPES have vanished. I suspect your  O(N↑2)  is
the best that one can do now.
